A rack unit, the device installed in it, the IP allocated to that device, the service the customer bought and the invoice line it appears on are joined rows in the same database. Querying them is a join rather than an export. When a device is decommissioned, the IP release, the service state and the billing consequence are the same transaction rather than three systems reconciled on a schedule.

No. Two importers ship in core and run separately. The EasyDCIM importer reads your EasyDCIM MySQL database (directly or over an SSH tunnel) and brings across locations, data centres, racks, devices, blades, ports and port connections, with IPMI and SNMP credentials re-encrypted. It runs as one transaction, so a failure or cancel rolls the whole import back, and a re-run updates the records it already matched. IP subnets, VLANs, PDUs and custom fields are not imported. Billing comes across through the WHMCS importer, which shows record counts before it runs, has no dry run, and skips records already imported on a re-run, so you can move inventory first and billing later.
