The best web hosting billing software depends on how you sell. Shared hosting and domain resellers who want the largest module ecosystem usually end up on WHMCS, which is priced by active clients. Providers who want to pay once have two dependable options left: Blesta and HostBill still sell one-time licences, while WISECP says its lifetime licence is closing and Clientexec stopped selling one in December 2025. A flat monthly fee with unlimited clients points to Clientexec or WISECP. Free and open source means Paymenter (MIT, released every few weeks, strong on game and VPS panels) or FOSSBilling (Apache-2.0, still before version 1.0). Data-centre and colocation operators who bill space, power and IP addresses look at Ubersmith or HostBill's Data Center edition, the commercial packages here with infrastructure management built in. This guide compares twelve platforms on licence, deployment, published price and release activity, all checked on 14 October 2026.
How this was sourced. FluxBilling publishes this guide and sells a competing product; it has its own clearly marked section below and is not ranked against the others. Every licence, price and release date was read from the vendor's own website, documentation, changelog or GitHub repository on 14 October 2026, and the sources are listed at the end. Prices are quoted in the currency each vendor publishes, excluding tax, with no conversion. Where a vendor publishes no price, this guide says so rather than estimating one.

WHMCS is the platform most hosting companies are measured against, and its advantage is breadth. Version 9 ships around two dozen server modules, including cPanel, Plesk, DirectAdmin, Virtualizor and SolusVM, and its marketplace adds hundreds more, among them third-party Proxmox modules; VirtFusion publishes its own WHMCS module. Licences are monthly only and priced by active clients: self-hosted Plus is $34.95/month for up to 250 clients, Professional $54.95 for 500, and Business starts at $84.95 for 1,000 clients and scales to $399.95 for 10,000. The fully managed cloud edition starts at $9.99/month for 25 clients plus $0.40 for each extra client. WHMCS does not sell one-time licences, and when you pass a tier's client cap the licence is upgraded automatically unless you opt out. There is no free trial; new customers get a 30-day money-back guarantee. DCIM and IPAM are third-party add-ons. The latest release is 9.0.9 (24 September 2026), with 9.1 in beta.
Blesta is the main choice for providers who want to own their licence. It is commercial but mostly unencoded, so the PHP source can be read and extended. Monthly licences cost $17.95 (branded), $20.95 (unbranded) or $23.95 (Flex, not tied to one IP address), all with unlimited clients. Owned licences cost $350, $425 or $500 one-time and include a year of support and updates, then an optional $62 a year; Owned Lifetime ($1,295) includes updates for life. Blesta is self-hosted only and lists 28 first-party modules, including cPanel, Plesk, DirectAdmin, Proxmox, SolusVM, VirtFusion and Pterodactyl; Virtualizor is not among them. A 30-day free trial takes the place of refunds, which its terms generally exclude. DCIM and IPAM come from third-party plugins. Blesta 6 shipped on 4 August 2026, and the latest release is 6.0.3 (30 September 2026).
HostBill sells perpetual licences only: Startup $599, Enterprise $999, Data Center $1,599 and All-Inclusive $5,999, each one-time with a year of updates included and $125 a year afterwards if you want them. Support comes as a fixed number of bundled cases per edition. For infrastructure it is the broadest commercial platform here, with integrations from cPanel and Plesk to Proxmox, Virtualizor, SolusVM 2, VirtFusion, OnApp and OpenStack, though what you get depends on the edition. It is also the only established billing platform with IP address management and colocation built in as first-party apps: IPAM from Enterprise upwards, colocation and inventory from Data Center upwards. Modules released after you buy are not added to your licence automatically. HostBill ships weekly releases named by date; the latest is 12 October 2026. New customers get a 30-day money-back guarantee.
Clientexec's selling point is one flat price with unlimited clients and staff: $16.95/month branded or $19.95/month unbranded, with a $1 first month. It stopped selling owned and lifetime licences on 16 December 2025, although existing ones remain valid, and now also offers Hosted plans at $25/month (Basic) or $55/month (Pro). It lists 29 first-party integrations, including cPanel, Plesk, DirectAdmin, Proxmox VE, Virtualizor, SolusVM, VirtFusion and Pterodactyl, but no DCIM or IPAM. Self-hosted installs come with a 30-day free trial, and Clientexec does not refund self-hosted payments. Version 7.0 brought a new admin interface in March 2026; the latest release, 7.2.2 (17 September 2026), includes a security fix the vendor asks customers to apply promptly.
Upmind is hosted billing, provisioning and support for hosting companies and other service businesses, run from the UK. Its free tier includes the core platform with up to three provisioning configurations; paid plans unlock more, but their prices are not on the website and appear only inside the account at upgrade time. Its provisioning catalogue covers cPanel, Plesk, DirectAdmin, Enhance, Virtualizor, VirtFusion, SolusVM v1 and OnApp among others; Proxmox and SolusVM 2 are not listed, and there is no DCIM or IPAM. Upmind does not publish version numbers. Its latest monthly changelog was posted on 6 October 2026, and the company says a rebuilt platform is due in January 2027.
WISECP is self-hosted billing with one of the largest integration catalogues in this guide, and it is particularly strong on regional and Turkish payment methods. Monthly licences cost $25.90 (Starter), $30.90 (Pro, without WISECP branding) and $199.90 (Business, full white-label and every marketplace app), all with unlimited clients. It still sells lifetime licences from $1,025 to $6,990 one-time, with a year of support and updates and then from $99.90 a year, but says lifetime sales are closing and may end without notice. Proxmox VE is a paid add-on below the Business plan and needs WISECP 5. There is a 30-day money-back guarantee for first-time buyers. The latest stable release is 3.1.9.8.2 (20 April 2026); WISECP 5, a rebuild, is in limited beta (5.0-beta.3, 5 October 2026).
HostFact is built for the Dutch market: Dutch-language software and support, Dutch accounting exports, iDEAL and SEPA direct debit, and Peppol e-invoicing. It costs €20 a month for up to 500 active clients, €40 for 2,000 and €80 for unlimited, excluding VAT and billed per 3, 6 or 12 months; the accounting-export module is €5 a month extra. It is self-hosted with a 30-day free trial. It integrates with cPanel, DirectAdmin, Plesk, InterWorx and ISPConfig, and with OnApp and OpenStack for VPS; Proxmox, Virtualizor, SolusVM and VirtFusion are not listed. The latest release is 6.1.5 (5 February 2026). HostFact's site is hostfact.nl; hostfact.com is not theirs.
BILLmanager, from ISPsystem, makes most sense for providers already using ISPsystem's VMmanager for virtualisation, DCImanager for dedicated servers and colocation and IPmanager for addresses, because those separate products are how it covers DCIM and IPAM. It also supports cPanel, Plesk, OpenStack, VMware Cloud Director and Pterodactyl. The licence is priced on your own turnover: €50 a month covers up to €5,000 of monthly turnover, then €100 per further €10,000 band, and yearly licences start at €600 for up to €60,000 a year. BILLmanager reports your turnover to ISPsystem to set the band, and if turnover outgrows the band you paid for, new clients and renewals are blocked after 15 days. There is a 30-day trial limited to 10 clients, and fees are not refundable. Releases land about every two weeks; the newest is 6.157.0 (13 October 2026).
Paymenter is MIT-licensed and the more actively developed of the two open-source options, with more than 2,600 GitHub stars and releases every few weeks; v1.5.9 (2 October 2026) fixed several security advisories. It bundles provisioning for cPanel, DirectAdmin, Plesk, Enhance, Pterodactyl, VirtFusion, Virtualizor and Convoy, which makes it popular with game-server and small VPS hosts, and Proxmox is an official paid extension ($24.99). There is no domain registrar in the core (paid third-party extensions cover Enom, Namecheap and Dynadot), no DCIM or IPAM, and no Windows server support. The project also runs a managed instance for €5 a month, though its homepage lists the same plan at $5.
FOSSBilling is the Apache-2.0 successor to BoxBilling: free, self-hosted and funded by donations. It is still before version 1.0 (0.8.8, 3 October 2026, which included around 20 security fixes), and its own README calls it beta. It provisions shared hosting on cPanel/WHM, Plesk, DirectAdmin, HestiaCP and CWP, but documents no VPS or hypervisor integrations and says Pterodactyl support is not planned. Two-factor login is not in the core yet. It suits a small shared-hosting or domain reseller willing to track a young codebase.
Ubersmith, based in New York and owned by Lumine Group since 2021, combines billing, CRM and infrastructure management for data-centre, colocation, bare-metal and network operators. It bills metered power and bandwidth and includes device monitoring, PDU control, facilities and IP management, which makes it one of the few platforms here with DCIM and IPAM built in. The integrations it lists include cPanel, OnApp, CloudStack, VMware, Virtuozzo and SolusVM. There is no public software price: the only published figure is managed hosting of your instance from $250 a month on an annual contract, which is not the licence. Self-hosted installs need two servers. The latest release is 5.2.3 (18 August 2026).
Atomia, from Västerås in Sweden, is a white-label hosting platform for large hosts and telcos: billing, its own hosting control panel, DNS and OpenStack-based VPS under one licence, including Windows and IIS shared hosting. Licensing is negotiated (revenue share, usage-based or fixed) and no prices appear on its web pages. The most recent documented release is 23.8 from September 2023, so confirm the roadmap with the vendor before committing.

Four questions sort most providers quickly:
Disclosure: FluxBilling is our product. It is billing software for hosting providers with DCIM, IPAM and server provisioning in the same system, so a rack unit, an IP block and the invoice line that bills them are linked records rather than data synced between products. It runs as managed SaaS: Lite €4.95/month (10 clients, 5 servers), Starter €9.99 (150 clients), Professional €14.99 (250 clients) and Business €25 (unlimited clients); accounts in the United States pay $5.95, $11.99, $17.99 and $29. Business can also self-host for a one-time €50 fee. Provisioning plugins for Proxmox VE, VirtFusion, Virtualizor, SolusVM, Pterodactyl and cPanel are free, and importers bring data across from WHMCS and EasyDCIM. Every plan has a 14-day refund window, and a public demo is open at demo.fluxbilling.app.
Where it is the wrong choice: FluxBilling is a young product (the company was founded in 2025), so if you need a decade of releases and a large third-party developer ecosystem, WHMCS has both. It does not sell a one-time licence (Blesta and HostBill do), it is not open source (Paymenter and FOSSBilling are), and it self-hosts only on the Business plan, while Clientexec, Blesta, HostBill and WISECP self-host on every tier.
